A recent EEOC study found that only 30% of employees experiencing harassment make internal complaints, and less than 15% file formal legal charges.

Employee disengagement isn’t a new issue for government agencies — and COVID-19 has made it even worse. A recent Forrester report found that public sector employees scored much lower than the private sector in feeling empowered, inspired and enabled to do their best work.
